Wirral Behaviour Change Officer x 3

Fixed Term Contract – 2 years which may be extended.

About the Role:

Wirral Borough Council is seeking a motivated and confident Behaviour Change Officer to help drive positive recycling and waste behaviours across the borough.

This is a front‑facing, community‑focused role where you will engage directly with residents, households and stakeholders to increase recycling, reduce contamination and minimise residual waste. Using a mix of education, engagement, data insight and soft enforcement, you will play a key role in supporting the Council’s environmental priorities and improving service outcomes.

Key responsibilities

  • Proactively visit and engage with households and stakeholder groups to encourage positive recycling and waste behaviours
  • Carry out bin checks, issue bin stickers, report broken or additional bins and address contaminated bins
  • Undertake waste load sampling to assess contamination levels and challenge results where appropriate
  • Respond to customer enquiries and complaints in a timely and professional manner
  • Prepare and deliver education sessions and presentations on recycling and waste to schools, community groups, landlords and council employees
  • Support the implementation of new recycling and waste initiatives
  • Work closely with Waste Management teams and Corporate Communications to support campaigns and publicity
  • Analyse data and contribute to performance monitoring and reporting
  • Explain waste enforcement policies to residents and raise instances of non‑compliance where required

About the candidate:

You will be confident, approachable and persuasive, with the ability to influence behaviour change in a respectful and constructive way. You will bring:

  • Knowledge and experience of waste management, recycling or environmental services
  • Excellent communication and customer service skills, with the ability to adapt your approach for different audiences
  • The confidence to deal with challenging situations and undertake soft enforcement activity
  • Strong organisational skills with the ability to manage a varied workload
  • Good IT skills, including the use of databases, Excel and reporting tools
  • The ability to analyse information and recommend practical solutions
  • A commitment to delivering high‑quality public services and living the Council’s values
  • A full driving licence is required, and you must be able to travel across the borough.

Qualifications and experience

  • Educated to degree level or equivalent, or educated to GCSE/A‑level standard with relevant experience
  • Experience working in waste collection, recycling or street cleansing is desirable
  • Experience of project delivery and performance monitoring is an advantage
